Android service to log cell towers

Write a background service (Android: Service [url removed, login to view]) that calls the Telephony Manager API ([url removed, login to view]) and logs the network details (available networks, cell towers, tower signal strengths such as by using NeighboringCellInfo class) to a local file. A simple app to start and stop the service will be needed. Also, provide a README that briefly describes how to manually transfer the saved log file over USB to a PC that has Android developer tools installed.
The background service use a separate thread to do its work of collecting cell tower information and logging to file, such as by using the IntentService class.
