Custom Quote site - PHP

I need a complete PHP Quote system making with layout.
The system must enable the admin to add area for quoting (with 1 level of sub categories.)
The end users will either be buyers or tradesman.
The buyers request the quotes fro jobs from double glazing to pat testing (or whatever i decide)
The tradesman will then be able to see all the quote requests (and search/browse by category)
They can then bid (if they want) and for each quotes they provide they pay the site a fixed fee ( set by admin)
The buyer then can either accept the quote or enter into discussion with the seller.
The tradesman must be able to upload certificaiton and also top up their balance (in advance) using paypal (OR suggest another system)
The buyer can then after completion leave feedback for the tradesman upto 30 days after the bid is accepted.
The buyer will provide the following:
Location (UK COUNTY)
Locaiton (UK TOWN - County specific)
Date for job to be done:
Breif detail of job
Category for job
Max willing to pay
Full Description
Any other info
The tradesman will then :
Provide a price
Is the price per unti or for the whole job?
When can you start
How long will it take
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
