Create template using HTML,CSS [Front-End]

I developed a CMS for a site that has flash games [url removed, login to view]
I want to create another template with a futuristic theme similar to the movie tron. (I attached a picture)
My CMS has content holders that you should consider when creating the new template.
You can add new unique IDs in the elements, but you can't remove any existing.
You can add new unique CSS classes, but you can't rename the ones created.
You can add more HTML, but you can't remove what is created.
I will give you access via FTP to the specific folder where the new template will be hosted.
You will have the actual template as model (Only to see the HTML/CSS structure. The design has to be visually different and more modern).
If you have a static IP, I will need to know that IP to provide you with a development environment.
