Animated banners

Our client has a Joomla website, with a space on their homepage to add an animated banner, which we usually just create an Animated .GIF for this space.
Well this time, they want to have 3 Animated Banners in the Same space with 3 Separate Links (each banner will have its own link to an outside page).
They dont want to do this with Flash, Cause it wont be seen when viewed on an iPhone or iPad, so we are thinking to have it done using Javascript, or maybe another alternative?
Anyway, we are looking for a coder that can help us with this project.
Each Animated banner is about 5-6 frames long, and really basic.. Just some text and a logo or two that fade in and out,, Nothing too fancy,, We have samples of the banners we usually use.
Please provide us with a Flat Cost and Time Frame to completion along with some quick samples, so we can see the quality of your work.
