Convert C hashing algorithm to Java

There is some C code that has two functions we need:

1) generates a checksum of a file

2) compares two checksums and gives a score

The code is in C, we need this in pure Java code.

There is also a paper: [login to view URL]

I don't need the full code converted to Java, what I need is to simply generate the same hash result and then compare hashes.
