Convert/Build a mobile friendly Website from existing HTML website

The website [login to view URL] is mobile unfriendly. It is a photographic HTML website with galleries. I need to convert it to ensure mobile compatability and create a SEO site. I believe Drupal format would be best platform to do this (site is not for blogging hence no need for WP). No budget in mind given I dont know how big a job this is. New form must be able to show high quality images existing on site. New site must be easily editable by me in future to add/delete images. Must have link to social media. Website for all platforms. Must have experience/examples of similar jobs
