Build a Website

I need a website developed with the overall aim at helping to teach English to Chinese citizens more efficiently and effectively using IBM's Bluemix APIs paired with a process similar to Sonocent (adding color to parts of speech, uploading personalized speech to text and hyperlinking images).

We need someone with the ability to implement IBM's Alchemy API and other Bluemix APIs. The site is aimed towards Chinese citizens so it would need to be translated and the site should have a language option so the max amount of people wanting to learn English can read the site

The developer need to have experience with Chinese Social Media (Wechat for example) as we would like to have our users login using preexisting accounts or email login. The developer also needs experience with ranking systems and points (i.e. reddit, quora, nike+ GPS) and also Leitner system (long term spaced repetition) flash card (Anki, stickystudy, pimsleur), and open source user generated content posting/uploading, category selection ability (i.e. pinterest) and some level of experience curating content.

There are other features I would like to have added, but for now the main concern is focusing on the MVP. I will send a MoSCoW chart with more details after Beta version is complete and tested.
