Build A Professional Platform Based Website

I want to create an online earning platform for content creators and social media publishers (who own big FB pages). It has a revenue sharing model which consists of two parts.

1) Writers signup on our website, publish content and get paid on per view basis.

2) Promoters can also signup, they get links to writer's content which they can share on their FB page.

Now, there should be an integrated wallet system on every user's dashboard where they can track their earning report. I need one dashboard for both writers and promoters to unify their work. Writers can also promote their own content so they don't have to signup again as a promoter, while the promoters can also create content.

I want a separate admin dashboard where our team can monitor the stats, approve/edot the posts written by our writers, and can also control all the user database.

I also want a strong and effective view counter which can track only the unique views. So if a user refreshes his own content many times, it won't count it to actual views. Also I want it to be unexploitable to bot traffic such as addmefast or hitleap. I also want to track the traffic source of the views on every post. So if you can integrate Google Analytics API that would be awesome,

I also want adsense ad spaces in between posts, show ad management should be easy and can be done from the admin panel itself.

Now there are few questions which arise:

1) How do we pay our users?

Ans) We pay through Paypal, Stripe or Wire Transfer.

2) What type of CMS we need for our blog platform?

Ans) Depends on what feasible and budget friendly.

3) How should the content be managed? What features do the writers get?

Ans) Content management should be easy for writers. They should be able to add images or videos between their text, and can also use a function called list type posts, where they add headlines one by one and each headline will be showed in a pagination manner.

Also to make sure all published articles get equal visibility each promoter will have only 5-10 articles to choose from (depending on the category of the page), so make a algorithm which chooses these shown articles in a way so each article get served to enough promoters to satisfy the writer.
