Build a website like dhgate, aliexpress, alibaba, ebay (online marketplace for buyers and sellers)

Looking to have a website built similar to dhgate or aliexpress that allows for product purchase and product auctions. Must be able to allow users to create accounts to buy and sell products with message center, live chat etc. Must have all the same features as dhgate. We must be able to collect a commission per sale. I would prefer that we use opencart or magento.
Note - The budget can also go up depending on all the features. Please list the features that you will include in your proposal. Please also mention if you have built similar websites in the past.
Also interested to work with those who are experienced in cs cart.
