All Possible Combinations given a constraint

I am trying to build a program that will output all possible combinations given a set of standard inputs. For example, imagine you were making a dinner, you had to pick two vegetables, two fruits, two carbohydrates etc. And you had a list of vegetables, fruits, carbs that each contained a set amount of calories. You would need to find all possible combinations that result in a meal between 1500 and 2000 calories.
The program would also have to have the capability where you would be able to insert specific items that could not vary. For example a meal that contained tomatoes and potatoes, and then output all combinations that contain those two.
