for the pages ids it's depend on the privacy of the user if you don't have the access token for him to access his likes, & his privacy prevents showing his likes so you won't be able to show them like in one of screenshots no user has the privacy to show the likes and the other there is a user has his access token "me" so the likes showed successfully .

Liked I said in the details above the pictures, if the user's privacy doesn't allow to us to extract his liked pages we won't can do that, but If you have the access token for any user of them and used it you will be able to extract them that's depend on the user's privacy, in the 2nd screenshot you I used my account access token and the liked pages shown
