Contest Brief

I accidently posted two contest for the same project, so I am changing this one to a logo design, I already have the logo traced, I just need a design. I will upload a concept similar to what I want, its the dove logo over a circle cut out of a black and white photo, I want something like this except the dove logo over the city of Melbourne. I will post the photo of Melbourne and the dove pdf. I am open to suggestions, different ideas.
