I am confident that I can build you an intuitive graphical tool for generating these Word documents. It would consist of two major components:
(1) Configuration
Letters would have a class name (e.g., Equity, Debt), and be divided into sections (e.g., Heading, Recipient Address Format, Salutation, Body, Closing Statement, Signature Format).
New classes could be created and existing classes could be modified. The maintainer would fill out the various fields for a given class, and that content would be used to generate the documents.
Multiple variations on a given class would be supported.
(2) Generation
When it's time to create a new letter, the user selects one of the pre-configured classes from a list and presses a "Generate" button. He or she is prompted to select the location where the document will be saved.
Then a Word document is constructed from the fields in the class configuration. The user can open the file in and make any necessary edits.
(*) Remarks
With this setup, template configuration is decoupled from document generation. It can be saved and reused again and again. Modifications can be made when necessary.
