Build a small website in Joomla and Jdownload

I need a very small website developed in Joomla. The website will have a homepage and two categories, in one category we will write articles, in the other Category we will need to connect Jdownload or similar, to allow for some pdfs to be downloaded by the end users. The site will also allow to register, by asking for email and password, plus a check for consent to newsletter (all 3 are mandatory). All files can be downloaded only if the user is registered, if he is not, he will be asked to register before downloading (with the same fields as above). The front end will be in Italian only (we will populate the website), while administratoion panel in Italian and English. You will have to create the complete website, including a nice template, the theme of the template will be "energy savings through green technology for homes", so pictures and style should be made accordingly. (like skies, green, etc).. Milestones will be arranged like this: 50% after I can navigate the complete website front-end and backend a website on a domain you created 50% after that you have succesfully transfered the website to a domain that I will create ad hoc (with PHP compatibility and Mysql). to be sure you have read everything, please begin your message with: ecoenergy, otherwise I will not consider your bid.
