muti user desktop application

I need to develop small desktop app. to store customer information. This app should work on LAN using latest tech in VS 2010. The coding should be in VB and handle database access in LAN situation. The code will the basic for developing more modules in the future. I need database programing expert to work for this part and later. I need the coder to tell me in advance the concepts and tech he plan to use and why he choose this. This small project will be part of larger one - but this will be the foundation base which will be used to develop the rest . Regards
