Create Instagram overlay effect in After Effects | Mocha | Blender | Nuke for me

This is exactly what i need, i need one of my pictures animated such as the one here, you can use after effects, mocha, blender or nuke to create the camera tracking effect overlay, i want the exact same camera angle effect as the reference link:

Instructions:

1.-I like how the background does parallax effect along with the camera movement so i want you to keep the same workflow or similar style, i like the particles on the background and the overlay glass type transparency you can see on the second reference link.

2.-for the overlay effects i have a few available i want you to use, if you agree to it then i will send you the overlay graphics for you to place them on top of the video.

3.-After you have done the work, i want you to show me how its done so i need the original file so i can keep animating my future instagram posts.
