Azure spinning up a server with XAMP static IP

I need someone who has experience with Azure. Spitting up a new server is easy enough but I need to make the right decision looking for an expert. Here's my scenario. I will want Microsoft 2012 R2 server There are reasons for this but I need to have it Microsoft even though I will be installing XAMPP (Apache, MySQL, tomcat,and PHP) I will also be needing a static IP set up. This will be running in a 24-hour environment but I'm looking for a lower-cost my web app will be making Ajax calls among other PHP calls to the MySQL database as well as I will have integration pieces also. I need a well-versed person that understands Azure Inc. and directly into creating the proper server including a static IP.
