Develop software to forward many gmail accounts to one catch all master gmail account

I use many different gmail accounts for business and are constantly adding new gmail accounts. I would like someone to create a program that will pull a list of my new gmail accounts from an Excel spreadsheet, log into each gmail account individually, each time with a different proxy. I need to apply the same forwarding filter each gmail account, to forward all relevant email to one master gmail account.
