Simple Program to Update File Timestamp

We need a very simple program that will update the time stamp of a file every X seconds. The file is called "update". I've attached it to this project. The program needs to have a window where I can enter the location of the file on the hard drive. The program needs to have a window where I can enter how often I want the file to update (for example, if I set the time to 10, it will update the file every 10 seconds). When I press "start" , the program will simply update the time stamp on the file automatically every X seconds (10 seconds from my example above). I'll give a 10 for good work. Thanks
