Desktop based  program(.exe) monitoring system with admin control from website or admin software

I need you to develop some software for me. I would like this software to be developed for Windows . I need a monitoring software that will monitor other .exe software run time (in user's system) and provide report of each user's statistics on my dashboard (admin software or a website). Hourly rates can be adjustable from admin software/website . So at users end it would show- Username No of hours today work have been done =x hours Today's rate per hour = x inr(multi currency conversion option required ) Forecast =if you keep continue running your system ,you will earn x inr for 24 hours or yyy(24 hrsx 30 days) inr in a month Today's earning = x inr This month earning = ggg inr 2. > Admin software/website shall have feature of adjusting hourly rates , >user's details in number of hours system worked , payout option (banking and paypal option to pay) , relating calculation of payout data. 3. User UI shall have option of registration ,details like email address, password , payment option (paypal , bank details and others ) and a Ref Code (it is must) 4. Each user shall have 2 Ref Code(unique and can not be used again) that he can provide to new person who joins in network and he shall receive rewards monthly for each user downline to him (MLM type) ,it should be shown at his dashboard as =x active user under your downline X rate per active user (adjustable from admin) = your referral earning {this function shall only work if downline user was active(using exe software) for certain number of hours in a month ,e.g. if a user active for 12 hrs daily than only it should show active or inactive (there shall be option to see active and non active users) [login to view URL] dashboard shall have all options - user management , rate adjustment for working hour +downline ), payment calculation and hyperlink or integration of payment system to send payout.
