Ruby on Rails (RoR) web application development project

Web application where user can post job or service that they require (I need help) and service provider or freelancer can reply, bid, or quote to that post (I can help). Web application should be responsive (mobile-first) and the look and feel should be as per screenshot provided or developer can recommend. There are 2 types of user (user (who need help / can help) and admin). Please refer to [login to view URL] & [login to view URL] for details. Features: 1.0 I need help 1.1 Category - (mandatory) User should be able to select pre-define category from a drop down list 1.2 Title - (mandatory) String 1.3 Description - (mandatory) Text box 1.4 Photos - (optional) User should be able to take photos using their mobile device (android) or select from gallery 1.5 Location (State) - (mandatory) User should be able to select pre-define state from a drop down list (or populated automatically if user already login) 1.6 Location (Area) - (mandatory) User should be able to select pre-define area from a drop down list. This list will depend on the location state selection above (1.5) (or populated automatically if user already login) 1.7 Name - (mandatory) - String (or populated automatically if user already login) 1.8 Company - (optional) - String (or populated automatically if user already login) 1.9 Contact Number - String (or populated automatically if user already login) 1.10 Email Address - String (or populated automatically if user already login). 1.11 Preview features - User should be able to preview before posting 1.12 I agree to the terms and conditions - checkbox and links to the full terms and conditions (T&C) 1.13 Login - If the user has not login before posting the job or service (I need help) user will be directed to login / register page. User will be presented with option to register (Name, Company, Contact Number, Email Address) or can register using Facebook or Gmail account 1.14 Post - Post button whereby user will be redirected to list of 'I need help' posts (index) 1.15 Project Details / Bids - User should be able to see project details (show), and if the post belongs to them, they can see bids (reply / bid / quote by the service provider or freelancer). User should be able to view service provider or freelancer details (comments, ratings, contact, etc.). User can also award the service provider or freelancer that they choose (only 1 can be awarded the job or service at any given time) 1.16 User can click complete for completed project or job posting and will be redirected to 'Rate Job' page where he or she can rate the service provider or freelancer 2.0 I can help 2.1 Any user can use browse the job posting list and filter the list by location, category, or sort. 2.2 A service provider can select a project or post and click the 'I can help' button to reply, bid, or quote 2.3 Price - String 2.4 Notes - Text box 2.5 Submit - Submit button to reply, bid, or quote for a particular project or job 2.6 Login - If the service provider or freelancer have not login before replying, bidding, or quoting the job or service (I can help) they will be directed to login / register page. Service provider or freelancer will be presented with option to register (Name, Company, Contact Number, Email Address) or can register using Facebook or Gmail account 2.7 Service provider or freelancer can view listing of their reply / bid / quote 2.8 Service provider or freelancer can view details of a project / job posting 2.9 Service provider or freelancer can give ratings to the user once the project or job has been marked completed by the user
