Python Error win32.gencache.EnsureDispatch('Excel.Application')

A contractor, trying to move Python/Selebium code onto Azure, code that was working fine on my desktop and laptop, seems to have modified the code on the laptop -- probably changed the ChromeDriver or some other element -- so that it not only won't work on Azure, but won't work on the laptop. Here is the error. Please do not respond if you think you might be able to figure it out. I'm in this mess because of contractors who kind of know what they are doing and kind of don't. But think they can figure it out. I need it fixed right away. My business is unable to function right now.
