I need a Web Developer

Hello I would like to build a website that will allow selected users to log in and be able to create files essentially like creating a file in Windows, with sub folders, Each sub folder will have a list of required documents to be uploaded. For example user -->log in -----> selects options for new or existing file(if existing just brings up list of available files) ---------> if new what kind of file (select from predetermined options) -------------> file opens with a list of documents that need to be uploaded to it. list item in red if not uploaded and in green once uploaded. Each user will only be able to see the files they have uploaded, But a superuser will be able to select from a list of all users to view their files and be able to download the documents that were uploaded if they want. The website needs to be as simple as possible, any layman must be able to use it with a basic knowledge of computers, Edit and Screen aids where needed and minimal keying. It will just be backend. All the data must be hosted for us by a 3rd party. We will also require a private domain that we will purchase for it. Don't hesitate to contact me with any questions Best Regards
