Dashboard project

I am looking to create a dashboard which will be linked to a PostgreSQL database. The dash board has to be developed and created using a free tool. The dash board will contain dynamic charts which needs to be developed using free charting tools and libraries available on online. Ms Excel must be avoided as I intend to use free tools online. So this project has many parts: 1) Do research on free dash board software 2) Do research on free charting tools and libraries 3) create the dashboard and host the chart and libraries 4) Link these charts to the PostgreSQL database Details of the charts will be provided later. The initial research for 1,2 has to be completed in three days. The total cost of the project will be $80.00
