State secret information (S.S.I)

Actually what we need would be a site plus an app which both of these work together at the same time... Let's talk about the main idea behind this work: Look. Assume we got some secret information about Government, People's statistics and any other thing related to one country that are kept out of ordinary people's reach. So what we do will be posting these information on these site and app at the same time (once we updated one of these two, the other one would be updated at the same time and with the same data). Actually these two are sort of connected and synced together and that would be all we need right now. One of features these two have got to have would be giving access to some certain people to update one of these two so that the other one would be updated with the same data by that time.
