Satellite Webcam Visualization project

Please see attached image. I am looking for someone to work with who is interested in a more or less volunteer basis to help out with a proof of concept. This project is for personal use and will not be used to generate any form of revenue. This is a non-profit scientific visualization project. There is hardly any budget for this project, but if you are looking for something to flex your skills or a project for your portfolio, this might be a fun and challenging opportunity. The concept behind this project is to merge the satellite images with webcams to get a better picture of the weather from above and below. If you are interested, there is a lot of work to do, and not much money to gain, but it may be worthwhile if you are looking for a challenge. Please do not apply unless you are really interested in making something for very little monetary reward. Posted is step one. User selects a location (pixel value) on a satellite image, and then inputs the details of the webcam in that location to be saved in the database. The user will input the direction of the camera. This will then be displayed as a dot on the webcam image.
