Responsive Website (Mobile and Desktop)

I need a responsive website both for mobile and Desktop. I need you to design and build it. Dynamic database driven web Application . Seperate profile/Membership Area for each user... In memberships area i will upload video links from YouTube/ FB fan page links. Our member has to view and like/subscribe the video/video channel.. A very comprehensive check code required which checks that member viewed full video and pressed the Like button or Not.. if member viewed full video and pressed the Like button then some points automatically added according to our set criteria to member Account.. Member can avail free membership or upgrade to premium member ship by using credit /Debit card payment mode..or upload bank receipt... We just need to achieve the objectivity of project no matter what framework or technical languages you use.. Front and backend/control penal must be easy and user friendly.
