NEW - Google Sheets Script - Send Email Based On Input

This is an easy job for a good coder who knows they are doing. I have a google sheet (test one for this purpose) that has some weekly data inputed on to it. I have a conditional formatting set up that if it is below a certain number it turns red or green. I want to create a script that checks when an input happens (which might be at any time ) and then see's if its red or green. If its red then it waits 60mins to allow for any corrections by the inputter, then if not automatically sends a template email which inputs the target no and the actual number (red number) with a short pargprah of text. It must come from a gmail or normal email account to allow the person receiving it to respond to the email as normal and it arrive in an inbox like any other email. I know there is ways to do this using google api so should be a simple script to create. I have a sample email and test sheet ready to work with.
