I need a small Joomla content plugin creating, from scratch, for Joomla 3.65, that will refresh a Varnish cache when an article is updated. It should be based on the format laid out here:

When an article is saved, in the "onContentAfterSave" event, the plugin should check:
- if the article is published
- if the article is displayed on any menu items
The menu item types that articles may be displayed on are:
- Single Article
- Category Articles (that display categories the article is in)
- Category Blog (that display categories the article is in)
If any menu items are found that match, and the article is published, the plugin should issue a HTTP request (curl) to the URL(s) of those menu items, with a request method of "PURGE". This will refresh the Varnish cache.
The URL that should be used for the HTTP request is the "path" field in the menu table. This is a standard Joomla install with no modifications to the menu or article system.
For deliverables I am looking for the plugin to be provided to me for installation. If you need it, I am happy to set up a development site for you to work on and test, but will implement the code on the production site myself, so simply providing the plugin files is fine too.
This is a small project to make a start on outsourcing work, and I will be looking for more work in the future, once I find someone reliable to work with.
