Custom PHP Edits/rewrite

I have a form that is used to post selections to a database. This form has many moving pieces that all do different things. I had a freelancer working on this and he bailed because he did not have time to work on it anymore so I need someone to finish the project. Here are the requirements: 1.) The form is currently posting one part of the selections to 2 different tables in database. Because of a redesign, I no longer need it to post to one of the tables. This should not be a big issue, The issue is pulling the data from the correct table. So, on submit it posts to 2 tables, but when reloading the form, the values are being pulled from the wrong database table. I need this corrected as it will play a part in a different project I will be posting. 2.) There are 3 drop downs that have specific rules against them, based on previous week submissions. This form is for a weekly contest that can be updated during the week many times or only once. This is where the previous freelancer left me hanging. There are 2 of the drop downs that actually looks like it may be working, so following those guidelines would probably help to finish the other drop down. Then since there is a condition that allows for a change, the submit and post does not seem to be working properly. 3.) A forth drop down is based on selecting a team and a wager. The user starts with 100 points, they wager points each week, and if they win they have those points added to their total, and if they lose, the points they select are subtracted from their total. If they end a week with zero points remaining, they should not be able to make a selection for any future weeks. Basically they are eliminated from that contest.
