You need to develop a website scanner Tool (Online) that can do following function -
1. Once user enter a website URL, it will detect that Ads are working on this website or not You can do this using a script from a website reference that I will provide.
2. If AdSense is not working , Tool will scan the website for further next 5-10 issues that I will provide and Produce Result based on specific output I will set , these results to be produce on different Page with a ranking of 1-10
3. You have to provide a backend where I can provide relevant description/ Solution for each ranking .
4. Page 1 where query had been made, will show that x number of issues had been found and then ask the visitor to do a specific action (enter email address/ Link click [just make a provision to insert html/ Autoresponder code option ]) to access the result page.
