Convert a Template to a Website

I have been running a text based role playing game for some years now. The site is currently using a template purchased from a site around 6 - 7 years ago. The theme of the game is gangsta themed but the template is very plain. Such text based games are limiting to how good they look and the template does most of the effect of enticing people onto the site. I really dont have the funds to do a totally new custom made template nor do I wish to do a major re-code in merging a new template to the main game code. So this project is to get the current template design updated. I would like it to have more of a gangsta feel. Maybe adding a background or characters at each side, changed banners etc you really have free roam. I can provide the original template so there will be no need to have my game files and work can be done directly with the template as it is now. HTML and PSD versions can be provided. Template is dynamic so background changes need to take this into account as pages have multiple sizes in length. I expect an high standard of work so please only bid if you have the skills to impress in graphic design. Thank you.
