Convert PHP project to .net

Hi!
I am looking for a developer that can help me convert a online php web application and make it into a windows desktop application that we can put on a iis-server. We don't want to push php to the iis-server.
To make sure that you have read my description carefully, please begin your offer by writing: "The weather is great today!". This is just to rule out everyone that not read my project.
The small project consists of a simple form with inputs and media uploader. The media is currently uploaded using PHP, via a API to another application. This application then sends a range of references back, and based on these responses, some questions are displayed to the user in the window. I will show you the current setup.
The reason for the conversion is we want to run this local and not require the internet.
This is a concept demo for an insurance claim form.
I will walk you through the current code/show you the application, we have full API documentation in place and you will be in contact with me, (Denmark) and a PHP developer (Egypt).
For the right candidate, a lot more projects will need conversion: Me and the programmer from Egypt, Shahin, work very very good together so him and I will always make the concept/prototype in PHP, and then some projects are required to work offline directly from a windows application.
