i already have project telegram bot like u want, its develop under python,, actually its work not using telegram bot,, because if we using Telegram Bot from botfather, the bot need to be administrator on the channel target. instead using botfather bot,, my method is inject your account that already joined to the channel (even if its private channel). and whatever the admin channel send,, you can forward to other channel,, and its can filtered too and adjustable for message format on the forward target. and u need some vps to run the app for 24/7.

I have a telegrambot and its called Telegram automation bot. Telegram automation can help you automate most of the operations that you perform on your telegram. Very simple installation process Easy to use even a non programmer can use it. just few mouse clicks. The main features of the bot are: extracting members from other groups to a csv file and storing them at max of 10000 users from a group. Sending bulk messages with personlized information like username , userid in the messages . adding users from one to group to another groups updating the file in background so that the bot starts adding from same location where it stopped previously. Telegram has put so many limitations for performing operations like interacting with new users and at max per day you can interact with 50 new users and after if you try to use more your account might get suspended so we took care of such situations and carefully designed to help you. you can open multiple instances of bot and work with multiple accounts parallel at same time. So if you have 10 accounts you can add upto 10*50 = 500 users at same time and similar if you have upto 200 accounts you can add even 200*50 = 10000 in single day easily.
