Build a Simple Escrow Website (No Online Payment Module)

A simple website that in general works like an escrow system. A buyer and seller will link up and register a transactions. The application must be written in PHP and the layout managed by CSS. So that in the future, when I want I want to make changes, it will be easier to manage. I prefer MySQL database. Hosting will be provided by me, most likely from HostGator. I requires the site to be neat and simple and with ready text / picture layout as the freelancer sees fit. So all I have to do is to replace the picture and I can type in the text. There are only 5-7 pages max. There will be a user login system that allows FB login and the regular sign up system. Once login and initiated, user both buyer and seller can have a messaging between each other and also allows moderator to key in input. The messaging system is like a forum but much simpler, it will also allow user to add picture. The transaction is tracked until completion. Unlike the "real escrow" no integration to payment module is needed. Payment from user will be directed using local bank transfer. Thus NO credit card / paypal module is needed.
