Build a real estate portal using any php framework

We need to develop a portal for real estate industry for Indian market. The development will be done using any php framework. We are looking for a full time developer ( would like to deal only with developer and not with a coordinator or sales person ). Developer should have a UI/UX person and a tester in his team. Communication will be through phone and skp only. The freelancer should be able to demonstrate at least one portal developed by him including admin panel. The payment will be strictly through milestones. No upfront payment. WE will divide the project amount into 4-5 milestones. We will create milestones after every successful completion of that milestone. But all the milestones created will be released only after successful completion of the whole project. We may hire a third party tester at the final stage to test the whole project. The development will happen on our server. We will need apis also as there will be mobile development after a certain stage. Our budget is $800. Time frame is 45 days ( including testing ).
