Build me a Learning Management System (Web & Hybrid App)

Need an e-learning web and hybrid app-based system. You may take Udemy as an example with some customization (like course scheduling). This e-learning system allows user to watch the videos and download the readable files. Video will run at both places website and app but documents will be downloaded into app-only. The app must protect the screen recording. This system must-have Admin Login, Course Creator and Uploader Login, User Login, payment gateway, course rating management, course promotional management. The video will play within the website and app but it will not be downloadable in the hard disk, external devices and internal memories. The video player should have a user-friendly interface and the user can able to pause, play, fast forward, 10 or 30 seconds forward and play next video. Website and App must have internal document reader (PDF/e-book) to read uploaded contents. User can purchase video or document for a lifetime or can use for a specified period. After expiry of the specified period, the video/course or document will not be available in his/her login. This system should be future-ready that it can support online meeting or classroom modules. Web module must support all major browsers.
