Based on your requirements here, it seems like you want to automate the process of tweeting a msg at a specified time. and that you want to be able to configure the tweet msg , the time it should be posted and the number of times. My proposal is that I will develop a chrome extension for you, which will have a configuration page where you'll enter the tweet and it's related config. This can be done timely and can be run daily. You can run it on any mobile phone or a laptop. It will keep running in background in the device. We can create it as per your need. I'm assuming you want a desktop application that can run from your PC to do these tasks? If you were to accept my bid I would develop this app in C# with the dotnet. Framework. Their are many c# twitter wrappers that wrap the twitter API to simplify this task. One of them is tweetsharp, and I would probably use this. When you say you need to edit it in the future you mean the code, or you need to edit the amounts of tweets, places to tweet etc.. ? This could be done easily by customizing the code to allow you to do so. Otherwise major changes would obviously require an experienced c# coder to edit the code. I have worked with Twitter API and currently have a live application that invokes the API. I will use Python for the bot because i am very comfortable with it and also it is a very effective and readable language. Let me describe you the workflow. The bot will need two things only. The first is the list with tweets that should be posted every day. This list can exist in a simple .txt file or .csv or generally anything that suits you best. So since the tweet list is separate from the bot, you can edit or change its content at any time. The only limitation would be the syntax (we will agree on that), which should remain the same. The second one is the bot itself. The bot will read the list of tweets from the provided file and then ask for some form of authentication. This authentication will need either to provide a "username" and "password" for the account or an access token (i will give you detailed information about how you will generate an access token). After the authorization the tweets will be posted through the Twitter API at your desired time. All information regarding your account credentials and authentication will be stored on your computer (i will test the bot with my own Twitter account). I will also provide detailed comments inside the python code, to make it readable and understandable to you. I will make sure that you won't need any extra knowledge to make simple code modifications. Please consider me. Thank you.

Using Twitter API and Python we should be able to write fairly simple code to update content at specific times and with the modification of a line the time or content can be changed.
