Develop a Video Chat Room for a Website

Hi. We are developing a bootstrap based dynamic website. This is going to be a online tutorial based [login to view URL] are looking for someone to develop a Group Chat Video room to be integrated into my website. I need a chatroom on my website on which a minimum of 15- 20 people can be online at the same time. There should be an option of them being able to view my video & audio broadcast .and simultaneously I also should be able to see all the students in the chatroom. Also i should be able to enable and disable the video and audio for any of the other users that are logged into the chat room at any given time.
