Data Entry with georeference

I need an application that runs on windows and android (at least). The object of the application is to manage workflow, which has the following phases: - Identification of people and roles - Some people, pollsters assigned geographic areas. - Interviewers collect data in certain places in each area. - This data is typed by the pollster, some pictures of the area, some computer screens and files are removed from some PCs these files can be removed via flash drive or to be received in a espefico email for this work, with a handle on. The issue. - They must have fields to verify that a supervisor, reviewed and validated data. - The supervisor must be able to make a set of records to generate a document, type personalized letter with the data and store these documents for printing. - The application should allow to track the printing and dispatch of the letters. - Allow tracking of responses - Faced with a positive letter positive response is issued - Faced with lack of response a negative letter is issued - It should be positive and negative tracking. - Must be flexible enough to define the fields of the database and sample letters - Dene have an orderly and documented development - Manual Administrator and User online - I need gantt plan
