Create a dialer routine for Digium VOIP using their API

Need a programmer who knows VOIP and Digium API. We want some routines created to dial number/s from our software on our computer. We want to pass the number and any other pertinent parameters to the routine and have it dial the phone automatically. It needs to work similar to Chrome's Digium dialer. We are using Digium - so that is the only system we care about.
