Create Custom Music identification Logging Software

We need software created that would be able to run on Windows 7, preferably as a service with GUI interface, 24 hours a day, monitoring audio from a sound card using a music identification lookup service API to create a log of music being played.
There seems to be many services which provide the fingerprinting services, like: midomi, AudioTag, musiXmatch, and others. We don't mind which service is used, though would prefer it be a free one.
No audio shall be captured; we only would like to create a log of the songs played.
The software should generate reports from the logs for daily, weekly, monthly and yearly reports. The information required: Title of the track, as listed on the commercially released recording; Name of the featured artist, as listed on the commercially released recording International Standard Recording Code (“ISRC”), or (if the ISRC is unavailable) the combination of both the album name, and marketing label.
