App for Smart TV

So we need an app for a Smart TV made up, something very simple. Basically the app has one purpose and that is to play back a video based on the time of day. To describe that a little more clearly, we will have a video that lasts 24 hours. It's just going to be one long nature shot throughout the day and night. I need this app to play this video at the corresponding time of day in the video. This app needs to accomplish these things: -Run automatically when the TV is turned on -Sync the time of day with the playback of the video correctly -Needs to loop the video non-stop -Play this file through an external hard drive via USB on the TV This will be used in a setting with preferably no need to interact with it. We really just want the TV to turn on and play the file straight away at the correct time of day. So far that is all that needs to be accomplished with this project. We are hoping that this project will continue as we have planned in which case we may need more development on the app done. Thus far we don't require any UI at all, however in the future we may want to select between videos (different 24 hour shots of landscapes) and perhaps have the capability to upload/update new videos wirelessly. The storage method that we have settled with thus far is an external hard drive. Most likely the "My Passport Ultra 1TB" by Western Digital will be our hard drive of choice simply because the file size of the video will be so large. We certainly are open to alternative storage methods that may be easier for the app to interact with. We haven't any particular smart TV picked out yet as we are unsure which software will be easiest to interact with and will be choosing which TV based off of our freelancers choice of software this app will interact with. We have chosen a "very small project" budget as we don't see this app as very intensive but are flexible with the budget. Reaching out to the freelance app development community is a first for us on this project so we are unsure of how successful we will be in finding the help that we need but we are very hopeful never the less.
