PHP/MySql + Flash application

Hello. here's the project:
I need a kind of quizz maker.
In short, it must work this way:
On a website, I need an userfriendly GUI to generate flash quizz (using ming lib).
This is about an e-learning project:
through a backoffice, I need to manage different product releases.
Each time my company releases a product, I need to create a new e-learning flash application. This application is aimed at people who will see the product to help them improve arguing.
Consider this example:
Product "x" is released (worldwide)... I need to help sellers sell this new product.
I will log on my intranet, create a new "e-learning" project in a given language (let's say english, but there can be many languages) (product name, description, target age, aimed at males/females, etc)...
Then I will upload a few pictures to illustrate the product. They will be displayed according to templates in the final flash file (background templates with a empty place to display the files I upload).
Then on to the quizz:
"Say this person enters the shop and says she needs to loose weight... what question woudl you ask her ?
1/ question 1
2/ question 2
3/ question 3"
etc...
upon the answer the person chooses, a score is incremented/decremented in order to rate the person and the quiz goes on, according to the chosen answer.
"ok then you ask question 2... that person replies this... what do you tell her ?
1/ reply 1
2/ reply 2
3/ reply 3"
of course, every question / answers depends on what the person has answered in previous questions... each time the score is updated...
That score is used to illustrate if the customer is completely convinced, little or not at all (convince-o-meter)
Well I go on like that, entering questions, possible answers to that question and marks allocated to this or that answer.
once I've covered all situations and cases I need, I need to generate a flash file...
Managing quiz for different products, I need to be able to generate a flash file that will contain quiz for different products (new and old)... Say I want my exported application to contain quiz for products "u", "v", "w" and my newly created "x" product. When the seller receives and runs the application, a menu offers him/her to choose upon the available products.
Another thing is: I will write the information regarding my product "x" in english, but this may need to be translated by the country I send my flash application to... so my backoffice tool will generate a side "xls" file (excel file) along with the exe flash file (2 files): the xls file will contain a column with all english contents and offer a translation slot for each cell...
example:
I make a "product x" quiz, all written in english.
I need to send this quiz to china... I will email the China branch the exe file and an .xls file containing all the text used in the application... for each "A-Column" cell containing (english) text, they will translate the content in the adjacent "B-Column"... save the file and send both the exe and the modified xls file to the selling corner... When ran, the application looks for an xls file... if found and if it contains translations in B-columns, then it displays questions, answers as well as all the text for the interface according to the xls file. If not, it uses the text (english) embedded in the exe file.
Example:
generated files:
[url removed, login to view]
[url removed, login to view]
Contents of "Product_X.xls" file
Row 1
Column A: "Product X - New"
Column B: translation for column A: "Produtti X" (lets say we translate to italian)
Row 2
column A: "This brand new product will help people loose weight"
column B: translation of column A in italian
Row 3:
Column A: "If this person asks this question, what do you answer ?"
Column B: translation of column A in italian
and so on... of course, you'll have to identify properly each row to load the appropriate translation (row 3 is actually the text for the 1st question, row 4 is the first answer to that question, etc)
See ? it's not a simple quizz application... the final user can edit the .xls file to insert his translations and the application must load them if they exist. If a translation is omitted then the default embedded translation must be used.
xml file cant be used because it requires some knowledge to be edited, which the target users do not have... I don't want to include any xml editor either... the simplest file format seems to be excel to me.
my budget is around $1000 and my deadline is around the end ot May 2006.
I will choose bidders upon the solution they come up with. I will simply ignore the "I can do it, choose me because I have 10 years exp, etc"...
This description is a quick description. More details will be given to the chosen person and depending on what we agree on, the final budget may be increased.
well, some of you said flash cannot parse xls files. My problem is that I need an .exe file to be generated as well as a translation file.
The translation file will be used by collegues located in foreign countries. I know they have excel and it looks convenient enough to me to use an xls file. Now, if flash cant read xls files, then we have a problem. The php/mysql thing was an idea. What other solution do we have to achieve this ? (I need something very stylish because we deal with luxury-like companies and they are very strict on the graphics).. .could an access app do the thing ? any other idea ?
