Need Static Pages Added To My Blogs - Must Be Able To Create Banners Also

I Need A Web designer to create static index pages for the front of my blogs.

You Must take Good direction, be able to? create? pages that look like this:

Be able to create flash banners as well.

(You must be able to do both)

I will give you the text to add, you will make the page look great. I will tell you what I want on the banners. You should be able to? create them.

Please do NOT waste my time if your skills are not great. Do Not waste my time if you CANNOT make banners, as well.
