Wordpress expert with good graphic design skills

I am seeking to recruit a wordpress expert to my team to work on a project by project basis. My company develop wordpress sites for small, local businesses. The websites are built using wordpress templates. You will be provided with the wordpress login with the template uploaded along with other relevant plugins. The site pages will be created with content but will not be formatted or styled. You will be responsible for bringing the content from it's very basic form to a professional finish. It is importaat that you have the ability to edit html/php/css and have very good graphic design skills as you may need to create site headers, slider images, widgets etc. Lead time from submitting the materials to you to receipt of the complete site cannot be more than 5 working days. We allow the client to make one more round of style edits at this stage - tweaking colours, fonts, sidebar layout which should take no more than an hour or two to implement. Our budget per site is fixed at €100 for brochure/lead generation sites and €160 for ecommerce websites. Our target is 3 sites per week. We also require assistance with building mobile apps and mobile websites for local businesses. Both are built using simple content management systems so no coding is required however again avery good graphic design skills are a must.
