WP Template integration and language addon

Hi everyone! We are looking for a freelancer that can do this: - We already choosed a TemplateMonster: Bootstrap Cherry Framework Responsive Wordpress Theme #43274 - We already have a hosting plan on HostGator with latest WP release installed and working. - We need the freelancer to install this template on our WP website and make sure it is also fully working on mobile including iOS non flash. - We need a freelancer that will do what needed to have the WP admin pages switchable to english and french cause we are french guys. - We need a freelancer that will made all the necessaries changes (plugins installation also) to the template to make it also work in multiple language for the article but also for all the menus, the complete site can be edited in english and french. - We don't want a freelancer that will do everything from scratch if there is a commercial plugin that can do the job well we will buy it and give you the license to used it on our site. - With our hosting plan we also have access to JetPack for WP if the freelancer know that it's a good idea to install and configure you will have to do it also. - We need a freelancer that have the skills to go around the WP site and make all the necessary changes to optimize it for correct indexation, SEO friendly, stats analysis configuration (WP or Google Analytics), forum spam tools, security, etc. - We need a freelancer that also can suggest changed or recommend must have plugin for our site. - We need a freelancer that will give us a small procedure to know how to correctly backup the site. (Just FTP copy or need something else...) The WP web site will be for a Mobile/Desktop developers services portal. All the remaining job of changing text, logo, images will be done by use for now.
