Custom Word Press/Joomla Project

We want a proficient and capable designer to design/create a word press or joomla website and has the ability to change the theme from our refernce sites so its not same colour but so its more functional to our needs & a more effective look. The property search function must be functional. form fill out section, search widgets to be included also facebook, twitter widgets in footer. Theme will not be purchased & must be supplied by worker.
Its a mash up of the 2 refernce sites:

- drop down menue must have rounded corners
- splash page also to be created that links to main website
Its a pretty basic job.. template artwork creative can be supplied in jpg or in a form you request psd etc if an appropriate theme cannot supplied by the worker.
must work in VM environment...
Access to the domain admin panel to load joomla or word press & to make changes will be supplied.
Site must be completed to our total satisfation and fully working or milestone payment will not be made. Please do not ask for part milestone payments as payments will only be made on fully completed project. No time wasters, No negotiators, Bid only for Complete Project.
