Convert/Create Joomla Templates

I am looking for someone that can convert one site template to a responsive layout in Joomla. And also create a new responsive template layout in Joomla from my PSD/HTML files. 1st site - I have a programmer that designed a site for me but did it incorrectly. The design should have been built on an existing Rockettheme template which is responsive but instead was built and it is not responsive. The project requires that this template be made responsive for use on all mobile, tablet, and PC devices. I also want this template made into a loadable template I can load through the extension manager to other sites. 2nd site - I have 2 different PSD designs for this site. I want both of these designs to be converted into a responsive Joomla template loadable by the Joomla extension manager so it can be additionally loaded to other sites we have. Both designs will be used in the same template and will have varying module content, backgrounds, and layouts. Further details can be given if requested. Must be thorough in your designs and work. Any issues or errors within the final designed product will need to be corrected. Project can be hard bid or hourly based on bid, need to know the time for completion. Must show me previous Joomla design work in your PM, references of your work may be requested from you and verified. IN ADDITION: - You must use Skype for communication - Be online during my time (CST) to communicate through Skype - Have headphones and mic and able to understand and speak English well. I have many projects, some are simple, some are a little more difficult. Most all are in Joomla but require a professional PHP programmer to code the components we need. I won't waste your time...so do not waste mine. You must meet or exceed all of the qualifications above to qualify for this project. If you do not meet or exceed these requirements, do not bid!!!!!
