Custom Chatroom Script Integrated With Existing MYSQL

The chatroom needs: An admin panel Banning Functions including ban by IP Message erasing functions A section to edit the CSS and upload an logo to the top left above the chat box Timed "Broadcast" Function for the room Signup needs to be integrated with the site's mysql database so that the same usernames that you sign up on the site with, you can use on the chatroom NOTE: The chatroom needs to look EXACTLY like the image that I attached. No 3rd party modified chatroom scripts to fit the need. Needs to be totally custom. It needs to be done asap.
